The Corporation of the Municipality of Leamington intends to retain the Services of an Engineering Consultant firm, with expertise in environmental assessments, to provide professional and technical services to complete the Municipal Class Environmental Assessment (MCEA), preliminary and detailed design, tender document preparation, contract administration and site inspection services for the Mersea Road 1 corridor, from County Road 33 to the Sturgeon Creek drain, as described in this RFP and in accordance with the MCEA document and applicable standards.

Leamington continues to evolve as a growing municipality. To accommodate this growth, new infrastructure, transportation services, and travel demand management measures are necessary that recognize the capacity and connectivity needs of planned growth. 

All municipalities in Ontario, including Leamington, are subject to the provisions of the Environmental Assessment ACT (EAA) and its requirements to prepare an EA for applicable public works projects. The Ontario MCEA document (as amended) provides municipalities with a phased planning procedure to plan and undertake all municipal sewage, water, stormwater management and transportation projects that occur frequently, are usually limited in scale and have a predictable range of environmental impacts and applicable mitigation measures.

The Proponent shall meet the overall objectives of the Municipal Class Environmental Assessment, Detailed Design, Contract Administration, and Site Inspection for Mersea Road 1 (CR 33 to Sturgeon Creek) project.  The objective of this project is to design for road re-construction (sanitary, storm, watermain and road) of Mersea Road 1 from CR 33 easterly to the eastern limit of Municipal Address 1135 Mersea Road 1, which is approximately ±1,500m as follows: 

  1. Conduct a detailed transportation and multi-modal level of service analysis for maximum three alternatives and modes of travel including the improvements required for planned future development connectivity;
  2. Develop and evaluate alternative solutions and alternative designs to best address the needs and justification, while considering the impacts to the natural, social and cultural environments;
  3. Complete all background technical studies required to support the EA study;
  4. Provide efficient project management incorporating effective mechanisms for easy traceability of all documentation involved during the EA process, decisions and consultations;
  5. Complete preliminary design and property request package that can be utilized to establish a new right-of-way including utility property requirements;
  6. Complete required phases of the MCEA process with participation from the public and potentially affected parties early in and throughout the process and prepare Environmental Study Report (ESR) including all technical studies and reports; and
  7. Review any site plan applications that may impact the study corridor and provide comments.
  8. The objective of this project is to design a road re-construction (sanitary, storm, watermain and road) using sound engineering principles and applicable codes and standards. 

The new road re-construction shall accommodate vehicular traffic, storm water flows, regulatory agency requirements, utilities (Leamington Water Services, Bell, Hydro One, Essex Power, Cogeco and private utilities) and the existing horizontal and vertical alignment

The Municipality’s objective is to conduct a fair, open and transparent RFP process, providing for equitable treatment of Proponents, while maintaining the highest standards of integrity in the process.

The design must make efficient use of resources, contain proven innovation, offer a consistent high degree of environmental protection and be cost effective to operate and maintain.

Your firm is invited to submit a Proposal for this work in accordance with this document. The Terms of Reference herein provide an outline of the work to be performed by the Proponent and are for guidance only.
