Introduction   

The Northeast Trunk Sanitary Sewer includes the expansion of the sanitary sewer servicing area from Seacliff Drive East to Mersea Road 5, along County Road 33, Mersea Road 4/County Road 18 and crossing Highway 77 in the Municipality of Leamington, ON. The work will consist of the construction and installation of a new trunk sanitary sewer and supplementary local sanitary sewers, along with a local watermain to support future growth at various locations along the project limits. The Corporation of the Municipality of Leamington (Municipality) is seeking a qualified Contractor to complete the construction of the Northeast Trunk Sanitary Sewer from Seacliff Drive East to Mersea Road 5 along County Road 33, County Road 18 and crossing Highway 77 in Leamington, ON.

The purpose of this RFPQ is for Respondents to indicate their interest in the project and to demonstrate their qualifications to complete the proposed Works.  

Due to the nature and complexity of the work involved, the Municipality will be inviting only those Respondents who are most experienced and qualified, to bid on and undertake the specified scope of work for the Project.

Prequalification Submissions will be evaluated in order to determine a short list of Respondents for the forthcoming tender. Only pre-qualified Contractors will be requested to submit tenders. 

This document defines the scope of work and the evaluation criteria that will be used to assess responses to this RFPQ. The information submitted in response to this RFPQ is understood to be confidential. This confidence will be respected by the Municipality and the Contract Administrator who require the information to evaluate the submissions. Responses to this RFPQ that are not shortlisted will be destroyed. Shortlisted Responses may be kept on file by the Municipality and will be used as part of the tendering process.

The Municipality shall not and does not have any obligation to accept any or all of the RFPQ submissions received. The Municipality may, in its sole discretion, reject any or all submissions received, and shall not and does not have any obligation to disclose reasons for rejection of any or all submissions. It is a condition of submission to this RFPQ that Contractors do not, and shall not, have any rights or claims of any kind whatsoever against the Municipality for loss, costs, damages, fees, expenses, consequential losses and/or claims of any kind whether directly or indirectly related to any refusal by the Municipality to accept or grant any or all particular RFPQ submissions.

The Municipality shall have no obligation to procure any goods or services from any Respondent as a result of the Respondent’s participation in this RFPQ and possible inclusion on the Municipality’s Prequalified List.

The Municipality reserves the right to discontinue and / or re-issue the prequalification process at any time without liability or penalty and without incurring any financial obligation to any Respondent.

Only Prequalified Respondents under this RFPQ will be eligible to submit a Tender.
